What types of measures can be taken on or around metal pipes or columns that penetrate concrete or asphalt paving to reduce corrosion at the interface?

Most standard barrier systems micro-crack and have no activity, especially the ability to neutralize acid. A solution we have seen in the field is to use a chemically active alkaline coating (acid neutralizer) near the interface and then cover the wet coating with tar paper if immediate back-fill is required to protect the coating from the dirt, concrete or asphalt. Cheap and quick but addresses the problem with the right chemistry.
