One option is to use an industry standard which includes a guideline to follow. If ANSI/AWWA D102-17 is referenced in the contract documents, Section 5.2, First Anniversary Inspection, gives a guideline to follow if the project specification called for a one year inspection including the method and date it is to be performed.

Depending on the contractual call-outs, typically any coating defect should be repaired. A warranty inspection should understand that the interior of a typical water storage tank will have locations within the vapor zone that may have been termed inaccessible, and these locations will result in the presence of rust staining. Again, it depends on what was specified. At the very least, a contract should reference the standard AWWA D102, which has some very basic requirements for completing the inspection and correcting defects.

This question comes up over and over again. Unless the procurement documents clearly define what types and degrees of deterioration constitute a "failure," the only recourse that a project owner has (unless the painting contractor performs some "good will" repairs to make peace with the project owner in anticipation of future work) is to enter into formal mediation or litigation.

There should be no deterioration after one year. This warranty inspection is required to show conformance, but there should not be any repairs required. If there are repairs to be completed, they should be isolated and understood or further investigation should be required.
