How can you safely remove a polyurea coating? As blasting is not possible, is there a chemical removal method?

Ultra-high-pressure water jetting would be another method, but if blasting is not possible, that may not work either. There is a Russian patent for a process that chemically removes mm-thick layers of polyurea.
