I keep reading references to sweep blasting, but I can't find a standard for it. What is sweep blasting, and is there a standard for it in the U.S. or elsewhere?

Sweep blasting is a slang term used in the work place. As noted by Mr. Duy, SSPC-SP 7, Brush Off Blast, and SSPC-SP 16, Brush Off Blast Cleaning of Galvanized, Stainless Steel and Non-Ferrous Metals, are the correct standards. If you see the term, "sweep blasting," the person writing the spec is uninformed.
