How can you justify the cost of installing an auto-blast machine and a paint booth in a fabricator's shop, and what resources are available to carry out such an analysis?

This important investment decision depends of several parameters, such as production required (sq-ft/day), application (storage tanks, pipes, estructures etc), coating and surface preparation requirements, and some other variables that are a little bit difficult to explain here. But, as a rule of thumb, blasting experts always suggest to customers that if they have more than 2000 sq-ft/day to blat and paint, they should consider installing an air blast room and painting booth, and if production is more than 4000 sq-ft/day, they should consider installing an auto-blast machine and maybe two painting booths.

I think that it could be justified if what you are painting orsandblasting is always the same exact thing. So the machine can do the job faster and more efficiently, justifying the investment. The other important thing is the safety concern.
