My suggestion would be to apply a crystalline-type product that penetrates the concrete and seals the concrete's capillary system with the exception of the top 1/8th inch. You can then either apply another application of the crystalline product a week later to seal that 1/8th inch, or apply a topical water repellent. In most cases, the crystalline product is resistant to grease, oils, solvents and acids.Thus, if the water repellent breaks down, the crystalline product will only allow the graffiti to penetrate the top 1/8th inch, making removal easier. The 2 applications of crystalline eliminate the water repellent and avoid a maintenance issue with the water repellent.
