On a parking deck with harsh exposure conditions--to road salts, frequent wetting, freeze-thaw cycles, and some exterior weathering—what generic type of film-forming coating works best and why?

We have completed a few parking garages with interior and exterior exposures that have been subjected to all of the above with great success with our water-based aliphatic/polyester urethane.

A high-quality, abrasion-resistant aliphatic polyurethane coating will work well in this environment but it is necessary to clean the substrate and apply a primer before application of the polyurethane. It would be useful to broadcast sand in the top layer while wet to prevent slipping and skidding.
