Best and most accurate way is to use a moisture meter. They come in a variety of prices and can be found at any paint store or good hardware store. Judging if the moisture level is sufficient for your coating will depend on the coating. You'd need to either check the label on the can/bucket or the technical data sheet for the product to see what the manufacturer recommends.
