Is grinding the only way to remove large areas of a silicone coating from a ship's hull to replace the silicone with an epoxy mastic?

No, we fabricated 10 test panels with pipe, flat plate and I-beam for the qualification of 40 people for Thermal Aluminium Metal spray. We re-blasted the panel for the next group and it took nearly 3 hours per item. We switched to Ultra High Pressure Water Jetting and completed the removal of the TSA in 1/3 the time, so grinding is not the only solution, plus UHP is environmentally friendly.
