We just did a project like this which I wrote about here (https://chicagocorrosiongroup.com/when-is-a-non-optimal-coating-system-optimal/). The short answer is you must do adhesion testing. You can prep the PU either by physical abrasion or by chemical adhesion. There are too many variables to review here. I'm hoping staff allows the link in this response. It's an interesting case study, if I do say so myself.

Unlike traditional abrasive blasting or power tooling that generate frictional heat, causing the coating to soften and get “gummy," when abrasive blasting with sponge media, the frictional heat does not occur, allowing the abrasives (even softer abrasives) to profile or fully remove polyurea up to 100 mils thick.
