How should a contractor respond when he reads a specification requirement that "the nominal dry film thickness of the coating shall be 3 mils"?

Simple, so long as the average is greater than the 3 mil required, then it is acceptable. I would not necessarily be happy with this, but to answer the question without creating another question, this is the way I would go. Hope they don't ask for a warranty, as well!
