If SP-2 or SP-3 is called for, than perform varying degrees (more or less labor-intensive) of preparation, then apply the paint system called for all to view and agree on. Degree of smoothness will have a variable labor cost associated with it. If a lead-based paint was used. that will certainly impact the cost and may only allow state-certified contractors to do the work.

Depending on the environmental situation, eco-friendly paint remover can be used to removed the old paint or use a heat gun to soften the old paint and then scrape off the softened paint. Sanding the stripped substrate is also needed to remove remnants of old paints and also as the final surface preparation for repainting.
