What is the clearest way to specify the degree of smoothness that you want to be achieved by surface preparation on an exterior wood substrate that is covered with deteriorated, uneven and built-up layers of paint?

Perform the surface preparation as specified on small panels of the actual substrate. If SP-2 or SP-3 is called for, than perform varying degrees (more or less labor-intensive) of preparation, then apply the paint system called for all to view and agree on. Degree of smoothness will have a variable labor cost associated with it. If a lead-based paint was used. that will certainly impact the cost and may only allow state-certified contractors to do the work.

If the wood substrate is still in a very good condition, strip off the built-up layers of paints to bare wood. Depending on the environmental situation, eco-friendly paint remover can be used to removed the old paint or use a heat gun to soften the old paint and then scrape off the softened paint. Sanding the stripped substrate is also needed to remove remnants of old paints and also as the final surface preparation for repainting.
