Is the floor subjected to UV exposure or is it an interior only application?
If the floor is exposed to UV, your product selection will be focused on urethane, polyaspartic, or even acrylic finish coats. You should be able to achieve bright, bold colors in all of these coating types. However, some bright/bold colors have limited hiding power and may require two coats for adequate hide. Consider using gloss finishes to get colors to brighten.
If you decide to use an acrylic finish coat, the addition of hard, durable, fine aggregate like aluminum oxide in an acrylic coating will substantially increase it's abrasion resistance and give the coating a longer service life when subjected to heavy foot traffic. One thing to consider when deciding to use aluminum oxide, coating gloss will be reduced.
If this is an interior application, you can use epoxies in addition to the previously mentioned coatings types.
