What coating or lining system, including surface preparation, should be used on an in-gound swimming pool constructed of galvanized steel in a northern climate?

You don't specify if you want to coat the interior or exterior or both.
For the interior, do surface preparation by light sweep-blasting with garnet. Use 1 coat epoxy primer at 50 microns and 1 coat polyaspartic finish at 250 microns.
A polyaspartic coating provides the same corrosion protection as an amine epoxy coating but has weatherability and UV resistance comparable to aliphatic polyurethtane. A polyurethane finish is not recommended for immersion service.
For the exterior, use the same surface preparation and a 2-coat amine epoxy system of 300 microns. DFT minimum.
