Absolutely!!! Most interior roof spaces contain a lot of irregular steel surfaces. The more edges, outside corners, crevices, welds, bolts you have, the greater your potential for holidays.

Necessary, no. In most large tanks with roof rafters, the roof plates are not seal-welded to the rafters. The interface between the roof plate and the top flange of the rafters cannot be tested. Attempting to caulk the roof plate to rafter gap is expensive and has limited life, especially when maintenance personnel walk on the tank top, flexing the roof plates and breaking the caulking joint. On small tanks without rafters, then holiday testing has some merit if the owner wants to pay for it, considering access to the center of the roof for testing and touch-up can be expensive.

If the person who provided the answer is the same Larry Muzia who once worked around Cape Canaveral many years back, then I, of course, agree with him, and also because we have re-blasted and coated a lot of undersides over the years.
