First action is to investigate the source of the water leakage and moisture. Improper design and installation should be corrected. Roof-wall interface, downspouts, rainwater leaders, wall-to-window joints are just a few points where improperly designed or improperly functioning installations can cause water leakage. Mechanical ventilation should be installed with sufficient air circulation. An air mover can be used to blow dry air along the wall. If necessary, drill holes into the wall to allow air flow into the cavity. Airflow in the cavity will increase the rate of evaporation, which speeds up drying. Drying and evaporation can be enhanced further by feeding air mover blowing into the wall with a dehumidifier or warming wall surfaces with direct heat.
