How you set up your confined space rescue will be as individual as the job and confined space you are working with. I have had several in the last couple years that have been staged with our internal staff, the staff on site (working under a Prime), external third party (who also provided equipment and watches) and local emergency response. In the wilds, an hour away from a volunteer fire hall, I'll bring my own folks to site because the locals are probably not in a position to respond effectively. On an industrial site, the on-site folks may be the absolute best (well trained and practiced, plus available for rapid response) for the job. Go through your plan one step at a time, assuming good goes bad then becomes worse and how you will deal with each....and you'll get a good plan for that individual confined space entry.
