Do you need to wait for the mortar to cure before repainting a brick surface after repointing and power-tool cleaning? If so, how long, and how do you judge when it is safe?

Topcoating times will vary by the substrate and curing conditions. Using a moisture meter and a pH pen will let you know if the mortar has cured enough before painting. Generally, the pH should be under 13 for masonry coatings, or under 10 for ordinary coatings. An alkali-resistant primer may be required. Always check with the Technical Data Sheets for the mortar and paint before determining when to paint.
