What is the best combination of metal (for instance, steel or aluminum) and coatings for creating bright colors on public art and sculpture, considering durability, initial cost, maintenance burden, gloss, color retention and resistance to vandalism.

There are two issues here. First, the metal of choice is largely irrelevant to the appearance and will depend on the size of the structure, budget, structural and other concerns. In terms of coating selection, when possible, I would default to powder coating systems and/or fluoropolymers over some type of sacrificial primer, either zinc or aluminum and epoxy tie-coat.
