Fine sanding or scuffing the glossy surface is the common method for dulling the gloss, but if it is not possible, the following methods can be applied, too. 1. Solvent wipe, using a less aggressive and weak solvent like alcohol or any petroleum -distillate solvent and a clean rag without damaging the film 2. Use a cleaning product that has the added dulling effect on the glossy surface. This cleaning product contains ammonia, water, TSP and a mixture of solvents, primarily alcohol. A test patch is recommended, first to check efficacy. Once dulling of the surface is done, ensure the dulled paint is completely dry before overcoating to prevent any occurrence of film defects.
