When is it necessary to install sealant between the base of building walls and concrete sidewalks or pavement to prevent moisture from wicking up the wall? How does the climate affect this decision?

Short answer: Usually, except in very dry climate conditions, or when the wall material will not be adversely affected by moisture. Provision of a movement joint at the intersection of concrete or bituminous paving and a vertical surface is always a good idea, and completing that joint with a proper filler and an elastomeric joint sealant cap is almost always an equally good idea. The joint will eventually be filled anyway - if not with designed materials that protect the joint, then by debris and the most hearty of local weeds.
