Is grinding the only way to remove large areas of a silicone coating from a ship's hull to replace the silicone with an epoxy mastic?

The use of UHP water jetting should remove the silicone anti-fouling coating. To verify if the silicone is being removed, try a water-bead break test to see if any silicone is still present. If water beads up, silicone or some other contaminant is present, so change the UHP technique, (speed of travel, stand-off distance, etc.) to get better results.
