Paint failure will more likely cause corrosion damage in cold insulated equipment as compared to hot parts where humidity will evaporate. If there is a way to measure the steel plate thickness from the inside (of a vessel), you may be able to avoid costly insulation removal and rebuilding. If there is no other way, the object will have to bared by pieces to check. Start at the bottom where problems are more likely to occur. If corrosion has occurred in a worrying way, all insulation will have to be removed. When repainting cold areas, it is preferable to choose epoxy coatings rather than inorganic zinc that does not perfrom so well in a wet environment.
