When coating an aged concrete floor, how should one determine the correct sequence of surface preparation among the options of pressure washing and grinding or other concrete removal and roughening methods?

The question using the word 'sequence' implies that more than one method will be used. This is not always needed and rarely cost-effective. Choose one that achieves the proper concrete surface profile and use it. The only rule I'd stick with consistently is to allow plenty of drying time if wet methods such as pressure washing or wet diamond grinding are used.
