First, you seal the substrate with a special type of water-repellent sealer which does not  act only as a sealer but also as a primer. This sealer repels bulk liquid water but still allows the substrate to breathe to allow vapor to permeate. There are already various coating systems for light weight blocks. Fiber-reinforced skim coat or render can be used as a base coat to improve impact resistance, Then it can be topcoated with tintable, flexible texture coating and/or breathable elastomeric wall coating.
