A baked epoxy phenolic coating would do an excellent job but requires a skilled applicator who has worked with the coating before. Multiple thin coats are applied with an intermediate baking between each coat before a final bake. If the tank has been used previously and the steel is contaminated, then decontamination is required after performing SSPC-SP-1 thoroughly, which can be done by pre-heating the tank to 200 C (400F) or a minimum of 10C (50F) above the maximum service temperature the tank will see. Blast to SSPC-SP 5 with a profile no more than 20- 25% of the final DFT.

It has been my experience the best generic coating for this service is a baked epoxy phenolic. These coatings are thermoset materials, thin film and a high crosslink density with good flexibility.
