According to my experiance, the best repair of localized coating breakdown is vacuum blasting and feathering of the edges, following by application of an anti-corrosive primer and the coating system of the structure.

To best answer this question, we need to know the corrosive environment and the the area of damage. I will make an assumption there will be salts involved and a small area. In this case, hand-sanding the bare area and surrounding paint is best. For added benefit, the exposed steel can be treated with a pure water wash or a specialty, proprietary chemical to neutralize or remove any soluble salts.
