That is, when they are damaged, warm water can be used to remove a layer of the paint, along with the graffiti. To try to design a robust, chemically resistant material to resist graffiti, is, IMHO, not an optimal solution. The CMU should be block-filled and painted in whatever style the owners prefer, and the wax-type material applied as the top coat.
