Trevor is right. You have to stop the process which is causing the efflorescence or obscure it. If you simply remove it, that's just a short term solution.

The perfect answer is to find the moisture source that creates the problem. Until that is located and remedied, any other treatment will be short-lived. If that is impossible, then covering the surface with a false wall with air space behind will provide an aesthetic solution to the problem. These comments come from working in an area of the world where the problem was severe and common; and trust me, we tried all the other known methods to overcome the problem.
