Even in a hard trowel finish, the cream will wear and expose subsurface capillaries that contain free lime (CaO) that presents as dust. The best solution for dusting is either a coating (with proper prep), or a densifier (with or without polish) depending on the use of the floor. Coatings will prevent further wear of the surface and exposure of the capillaries, where the densifier should react with the CaO to form CSH and prevent further dusting.
