I think almost always, although the amount of inspection may vary. We consulted on a project for one of the largest high schools in the Midwest. We identified optimal coating systems and repair protocols for the walls, ceilings and, most importantly, the steel hand rails. We were not, however, hired to conduct inspection services. The wrong paint was applied to the handrails and now, throughout the entire school, the paint is soft and coming off. The paint is so soft, it can be removed with a fingernail. In this case, it would have made good sense to have a third-party inspector on-site occasionally to ensure basic quality control procedures are in place.
