I feel if the stainless steel was damaged during abrasive blasting, (ricochet over-blast), it would make sense to coat it. There are also some instances where paint is applied to match surroundings.

Stainless steel is not always painted,This depends on the environments it serves. For chemical tankers, based on their severely corrosive environments, stainless steel should be painted.

Of course! To not paint the SS is to believe the coating on the carbon steel will forever remain pinhole free. Based on the catchment area principle, the uncoated SS would be a powerful cathode and cause an accelerated rate of corrosion at any pinhole.
