I would first clean up the weld area using SSPC-SP 1, 2 and 3, as necessary, to remove all weld splatter. I would then use a stiff bristle brush to apply a stripe coat of the primer (in a different color) to the weld seam, extending 3-6" on either side of the weld. Once the coating is sufficiently dry, I would then proceed to apply whatever coating system that the engineer has specified.
