I think it will depend on a lot of factors, for instance, how old is the building and is there a potential for lead paint? If so, what are the best methods to protect the workers and public, sbuilding users? Is there work at heights or in restricted or confined spaces? Are there solvents, strippers, coatings or other products specified that pose a health or flammability hazard? What is the preparation. Will there be blasting involved and what protection needs to be enacted for that activity. Without knowing more about the particular project, the list of potential items to be included can be extensive. Take a step back, look at the project objectively in a step-by-step fashion and ask what risks are involved in each step for the worker and those around the project.
