Conduct pull tests to quantify adhesive characteristics of the lead- based paint (LBP). Then, specify a coating system which will not impart undue surface tension to the existing LBP. You can try to perform a proof of concept or mock-up; however, it won't tell you how the two coatings will perform over time.
