What types of measures can be taken on or around metal pipes or columns that penetrate concrete or asphalt paving to reduce corrosion at the interface?

Around pipes (e.g., railing systems), a protruding plastic sleeve with a through-toggle is one option. For most else, use a full-sized sleeve (EPDM, etc.) or a multi-wrapped, bond breaker (e.g., roofing felt, etc.). The latter is typically most readily available and flexible for the installation.
