When is it necessary to install sealant between the base of building walls and pavement to prevent moisture from wicking up the wall? How does the climate affect this decision?

Necessary in all cases? No, but likely far away the majority.
Climate? Moreso the subsoil and underground moisture source(s). Climate less so, though a contributor.
