What is the optimal moisture content for masonry before painting can begin?

I'm eager to hear responses on this. We worked on a project a few years back where the concrete was visibly damp. We applied an underwater-grade material directly on the damp concrete, and it worked fine. Why is moisture content so important when there are materials designed to go not only on damp concrete, but underwater as well? I've personally applied coatings, which have performed just fine, while SCUBA diving.
