How, besides grinding, can one remove large areas of silicone coating from a ship’s hull to replace the silicone with an epoxy mastic?

As Jim Boyce asked, is this silicone alkyd on the hull and freeboard above the waterline? Or are we talking about a foul-release antifouling based on silicone on the underwater hull? When you are abrasive blasting and you want to protect something from the blasting, you generally wrap with rubber. For removing any type of rubberized coating, ultra high pressure (UHP) water jetting is often the best choice for slicing through and getting under the coating to lift it from the surface.
