How do you determine whether a lead-bearing coating can be overcoated or must be removed and replaced?

Most cases the lead coating is still good for service, the owner have to decide if they still want to have equipment or piping contaminated with lead.
A simple adhesion test, X-cut (under 250 Mu) can bring an indication of the adhesion on the substrate.
This with a visual inspection could be a method to decide if its still good for service or overcoating. Other factor to keep in mind is if the lead- bearing coating is overcoated with more old layers, and the DFT is to high >700 Mu, complete removal is the best option. To prevent tension in the new applied system.
If the company decide to go for Touch-Up, you have to make a test area according ASTM D5064
