I suggest that in addition to the review of the resources he provided, you should consider reviewing SSPC TU 3 (Technology Update No. 3, Overcoating) prior to developing your site specific requirements if you are re-painting the light house. In addition, careful consideration must be given to the contractual requirements and specifications for work execution (recommend CSI format or equal) and a contractor selection process that will attract an experienced competent contractor. A successful coatings project that will meet the desired useful service life and life cycle cost consists of a competent design couple with clear and concise contractual requirements inclusive of clear QA / QC responsibilities and a painting contractor who can plan and deliver conforming work consistently.
