What criteria should an owner use to determine whether to specify full removal or spot- or zone-repair on a maintenance project?

While one can use a "rule of thumb" like 10%, you really need to evaluate the actual conditions onsite. 5% damage scattered evenly across a hard-to-access bridge may not be economical to repair and should get full removal. Conversely 15% damage all localized on an easy to access approach span of a bridge could be a good candidate for zone painting.

For ships - if the coating breakdown exceeds 10% of the total area, full removal has to be considered the best and also cheapest solution in the long run.
