What is the difference between a damp-surface tolerant and a wet-surface tolerant paint? How can we determine when a surface is damp or wet?

I think of a damp surface tolerant coating as one for a surface with some water on it and a wet-surface tolerant coating as one that can be applied under water. And I would consider damp surface as having visible water, and wet where there is at least dripping water. The good news is: I don't have to know, that's what a TDS is for and there's always the Manufacturer's technical department to answer questions.
