What are the most effective procedures for protecting steel and adjacent concrete together?

Well, all that depends on the targeted exposure environment. In general, steel in contact with concrete should be protected with high build epoxy coatings. For concrete, also, epoxy cured with polyamide or amine is good choice. For higher chemical resistance,epoxy novolac coatings are also suggested.
