What is the preferred method to remove 25-year-old coal tar epoxy from a carbon steel tank in order to reline?

Use SSPC-AB 4. to remove the coating and produce an anchor profile to any cleanliness level.

If the tank is made of carbon steel, remove the layer by induction pickling and then blast it to clean the surface and make it rough.

Conduct abrasive blasting to remove the coating and achieve a near-white cleanliness, using all necessary safety and environmental protocols. Some manufacturers allow use of inhibitors when using vapor blasting methods to reduce airborne particulate matter. Typically, coal tar that old will be brittle and removal will be easily achieved.

You should consider using RPR Heat Induction. It removes the coating without dust, noise, or pollution.

UHP water jetting and abrasive blasting will work in either case. But with hot weather temperatures UHP would be preferred as less labor-intensive. To achieve a final SP-6, 10 or 5,  one would have to finish with abrasive blasting to achieve the cleanliness required if recoating with something else. In cold weather the coal tar is brittle and large pieces can be removed by hitting the coal tar with a hammer or other hard object than finish off with abrasive blasting. The worker must be well protected with proper PPE, as coal tar can cause dermatitis, especially  in hot weather, one of the good reasons for UHP water jetting.
