Are duplex coatings suitable for immersion service?

Duplex coatings - especially TSA with epoxy topcoats - are not recommended for immersion in seawater. There have been numerous failures of duplex coatings on on oil rigs in Scandinavia applied to splash zones and and even to above- waterline areas.
