Under what circumstances is third-party inspection justified on commercial coating work?

Cellulosic fireproofing, specifically intumescent coatings, should always be inspected by a third party. This is critical because proper surface prep, proper mil thicknesses, approved primers, approved topcoats, etc. are essential in order to achieve a certain outcome with cellulosic fireproofing. When installed properly, cellulosic fireproofing saves lives, assets, buildings, etc.

Only half jokingly, I say that if the owner cannot afford to do the job twice or is in a hurry to get it done once, then they need inspections. In reality, it comes down to risk vs. cost: Inspections cost money, but they also bring in a paper trail and accountability that can save a lot in the long run (by either helping to make sure things get done right the first time or holding those who cut corners responsible for the results of their actions). Of course, that is based on the assumption that the inspector knows his stuff.

Basically, projects are based on timeliness, and as such many processes tends to get compromised,  not sufficiently following the standards and procedures. Third-party inspection can ensure that such things do not happen during the surveilance and inspections so as to get the main contractors to ensure the specification and work methodology are in compliance with the contract obligation
