What makes a coating surface-tolerant?

Selected Answers

From Larry Muzia of Exceletech Coating & Applications, LLC on July 30, 2018:
In addition to good wetting, there is also the issue of film stress. Typically, surface tolerant coatings are also formulated to reduce the amount of film stress.

From Erik Andreassen of CPS on July 23, 2018:
Surface-tolerant coatings have excellent wetting properties that are included in the formulation. The provide an excellent solution for epoxy systems that require repairs or upgrading. The wetting properties have the ability to penetrate a suitable prepared substrate in the same way a wood primer works. Most major coating manufacturers have these products in their range.
