How do you determine the best type of paint to use when repainting a block or concrete building?

First of all, the condition of the existing paint (old paint) and the substrate surfaces need to be assessed. Chipped or loose old paints should be stripped off and any mildew present should be properly treated. If efflorescence is present, it should be removed and cleaned and any source of moisture that could have caused the efflorescence should be eliminated. Cracks should be cleaned and sealed with either 100% acrylic or siliconized acrylic sealant. Proper surface preparation is the key to a successful painting job. Priming with exterior acrylic primer is needed when old paints have been removed and the surface has been treated for removal of mildew and efflorescence. 100% acrylic elastomeric wall coating is highly recommended as the topcoat because it provides crack-bridging ability and also allows substrates to breathe. Most elastomeric coatings claim to have excellent dirt pick up resistance and cleanability when silicone additive is added to the formulation. Note that elastomeric coatings cannot be used over old oil-based paint.

I would determine the performance needs based on SSPC Paint 46, Elastomeric Coating for Masonry and Concrete. A coating that meets the performance level can then be selected from products meeting the specification.

My ultimate preference will always be to use a silicone elastomeric.
