What is the best method for removing a day-glo orange spray graffiti from a brick wall?

Soften it with lacquer thinner unless the VOC regulations do not permit, in which case use a low-VOC remover, then water blast it off using a pressure of not more than 2500 psi, which will keep the bricks from being harmed.

Use hydrochloride to penetrate, followed by dry soda blast at 30 CFM
